1. Estimated impact on target groups
The target groups participating in the programme will gain the skills and competences required to:
· implement and further develop the anticipated support network
· act as facilitators, trainers and multipliers
· implement and further develop a databases and information system that will constitute the resource base
· develop and run a virtual training centre for initial and further training of professionals working on issues related to primary drug prevention
· be involved in sustaining the work
· be involved in efforts to multiply the work.
2. Enhancing networking and multiplication among the involved countries
The purpose of the training seminars is primarily aimed at creating support, replication and multiplication effects. A key objective is to create a network and forum for exchange of information on applied methods and models of good practice in primary drug prevention efforts. This will facilitate innovative, yet practical, cooperation between institutions, organisations, groups of professionals and individuals from the participating communities and regions.
3. Outputs
· An Online Database and Resource Bank: accessible via the internet with individualised support and referral capacities for: parents and parents' organisations; professionals working in this area; administrators; and staff in NGOs
· Publications: training materials on primary drug prevention for specific professional target groups and for parents which are adapted to the specific socio-cultural situations of the participating communities
· Trained Professionals and Parents: groups of parents and professionals who have undergone relevant training
· A Support Network: managed and organised by trained experts and professionals who will be able to organise know-how transfer to parents, practitioners, youth organisations and institutions.
4. Sustainability
The training activities will prepare qualified and dedicated people who will implement and run the support network. The concept centres on on-line information technology thus enabling the creation of a 'virtual centre' rather than a physical centre (with all the implications of start-up and running costs). The support network will be a part of a resource base and virtual training centre that will hopefully constitute a working mechanism for future activities of the Council of Europe's Pompidou Group. It is envisaged that consideration will be given to the possibilities for extending the capacities of this programme to other areas of work, such as epidemiology and treatment.
Many of the local and regional implementation partners to the programme have benefited from previous Council of Europe and Pompidou Group activities. Hence the Programme is using already generated capacities and competences to help with enabling targeted implementation and sustainability.
